Fundamental obligations of the Government
Every organ of government is expected to observe and apply the objectives in Chapter II.
Verbatim constitutional text
It shall be the duty and responsibility of all organs of government, and of all authorities and persons, exercising legislative, executive or judicial powers, to conform to, observe and apply the provisions of this Chapter of this Constitution.
The Nigerian reality
The duty exists, but enforcement is weak.
Chapter II is generally treated as non-justiciable because of Section 6(6)(c).

The Nigerian Reality
Section 13 gives Chapter II its moral and constitutional weight, but ordinary citizens cannot easily use the courts to compel compliance. That tension should be explained clearly before asking voters to support reform.
